The Judicial Commission of Victoria’s Annual Report 2024-25 was tabled in Parliament on 14 November, 2025.

This year's cover depicts a Venn diagram as a visual metaphor of our theme strengthening understanding. It illustrates how separate perspectives can maintain their identities while finding meaningful connection in their convergence.

Last year, we explored the different perspective and perceptions that our stakeholders had about our complaints process.  Armed with that knowledge, this year we worked to build the trust and confidence of the community and judiciary in us as an independent, fair and impartial integrity body, strengthening understanding of:

•    who we are, 
•    what we do, and 
•    how and why, we do it.

he report showcases the voices of those who are shaping and supporting our work, bringing the Commission to life through the voices of the people who know it best - our staff and Board members. Through case studies and interviews, it debunks some common myths about the Commission and brings greater transparency to lesser-known aspects of our work.  Feature interviews with Board member Judge John Cain and Louise McCosker reveal the strong values that underpin everything we do as well as the challenges we face and how we continue to adapt to deliver value to the community.

Wellbeing - individual, organisational and stakeholder - is a priority for the Commission and central to everything we do.  The report explores our work through the lens of our commitment to the wellbeing of our staff, complainants and judicial officers and includes reflections from judicial officers and complainants about the impact on and supports for wellbeing during the complaints process. 

As always, advancing judicial integrity is a key purpose of all our work. This year, we advanced judicial integrity by consulting on informed guidance setting out the ethical and professional standards of conduct on the important issue of discrimination, engaging at national and international levels and promoting our Judicial Conduct Guidelines as world leading.

Our digital transformation continues to be impactful and in line with our ongoing commitment to continuous improvement, this year we delivered further enhancements, focused on prioritising and supporting wellbeing during the complaints process and keeping information cyber safe.
